Working holidays need English on listen and speak. Listen:-If you work in Australia;then you have to shear sheep=cutting hair. or to harvest corn/fruit.. Did you listen to what the Boss said ? If you don' know how to listen, then you can't pay attention to how to work. Also you don't know how to take notice of other local workers' conversation.
Speak:-If you can't express yourself in English,how can you hold a conversation or say something legally. If you can't speak about your working holiday ,how can you comment on in English ?
