俄籲敘利亞交化武權 法提條件

針對俄羅斯外交部長拉夫羅夫呼籲敘利亞政權交出化學武器控制權，法國外交部長法畢斯（Laurent Fabius）今天發表聲明強調，這個建議要在3個條件下被接受。

法畢斯表示，在多國施加的壓力下，拉夫羅夫（Sergey Lavrov）現在承認，巴夏爾．阿塞德（BacharAl-Assad）擁有的巨大化學武器儲備是個嚴重問題。

他認為，拉夫羅夫的建議至少要在三個條件下被接受：一、阿塞德應保證立即受國際監控，並銷毀他的化學武器庫。

二、 這個行動必須在兩個基礎上，即以最快的時間在安理會作出具約束力的決議，以及如果阿塞德未能遵守承諾必遭嚴重後果。

三、 8月21日化武大屠殺的負責人不應逍遙法外，應被國際刑事法院逮捕。

法畢斯表示，法國從最初開始就設立了懲罰和制止兩個目標，這就是為什麼現在要求敘利亞政權明確、快速和可證實的行動。
