在淘寶購買COSPLAY用的金屬劍武器會被海關扣押嗎?

原本在淘寶訂購了SABER的誓約之劍(金屬刀未開刃)，
要使用黑貓直送到台灣，
賣家突然說上周開始台灣改法條，
寄過來一定會被海關擋下來，
因此取消交易退費給我了。

但是大約10/15左右有人使用集運購買別的賣家的金屬劍，
並於10/23左右成功收到，
想問一下海關是否真的會阻擋購買COS金屬刀?
如果不幸被海關扣押會被約談或罰款嗎?
