市府全程跟監 髒亂噪音投訴大減 　市府管制廟會遶境，三山國王廟廟會連交陪境廟宇都派車 隨時撿拾垃圾，令所經過的大街小巷不再像往昔般髒亂。 （記者吳孟?攝） 　台南市廟會活動頻繁，遭到不少民眾詬病噪音擾人。 （記者趙傳安攝） http://www.cdns.com.tw/20131029/news/ncxw/T90016002013102818444876.htm 　 長期以來廟會活動一直是民怨焦點，前天三山國王廟共四十五家廟宇遶境 ，市府全程緊跟，結果市府接到的髒亂及噪音投訴案件大減，只有上個月 普濟殿遶境陳情案的十分之一，還有市民在市長信箱留言，表示原本對市 府宣示沒有信心，沒想到真的能過一個寧靜假日。 　 九月間廟會遶境，由於高空炮、煙火及鞭炮響徹雲宵，中西區及北區夜不 安寧，加上遶境隊伍綿延導致大塞車，造成抗議不斷。 　 市長賴清德為此還在市政會議上表示，尊重傳統民間習俗固然重要，但提 升市民生活品質與市容景觀，也是不可忽略的工作，要求副市長顏純左督 導訂定規範，並研議與所有寺廟約法三章，採事前管控、事中監督與事後 取締機制，不容再發生類似脫序事件。 　 三山國王廟共四十五家廟宇前天遶境，則是新規定上路的首例，結果因控 管得宜，市府一九九九及市長信箱共只受理十二件陳情案；相較於一個月 前的普濟殿遶境投訴案一一○件，案件數大幅下降。 　 市府表示，上個月未管制前的該場廟會，還有近二十通電話是直接打到民 政局開罵；另環保局陳情案七十五件，且另有不少不留姓名的飆罵電話， 至於三山國王廟這場，環保局只接獲六件陳情案。 　 年底還有多場廟會，市府還是將跨局處場場把關，但動員大批人力「跟前 跟後」，會不會師老兵疲？市府表示樹立典範後，各廟宇就會逐漸習慣並 加以配合。像是這場廟會要求各交陪境必須跟車清理垃圾，結果大街小巷 的垃圾量就大減。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 125.75.235.127

央行總裁彭淮南與財政部長張盛和近期都高度關切預售屋價格，國稅局也針對主要都會區的預售屋紅單交易積極查緝，而根據房仲業者統計發現，民眾上網查詢新成屋的點閱指數除台中增加27%外，台北市、新北市、桃園縣等3大都會區皆呈現下滑，反觀中古屋點閱指數平均增加最少50%，顯示新成屋搶手度大輸中古屋，買方關愛眼神轉向中古屋市場。

根據永慶房仲網統計，以台北市100年1~9月的點閱指數為基期，102年1~9月的新成屋點閱數下滑15%，其中，台北市新成屋點閱指數為4大都會區下滑最多的縣市；而台北市屋齡5年以上的中古屋點閱數卻增加79%，再比較100年與102年同期1~9月北市5年內的新成屋開價從原本每坪68.5萬元來到80.3萬元，漲幅17%；5年以上中古物件的平均單價也漲了17%。

永慶房產集團房仲網協理高翠屏表示，台北市近2年因土地取得成本愈來愈高，預售屋價格不斷攀升，也帶動新成屋或中古屋同步上漲，但5年內新成屋價格不斷調漲，恐怕有部分區域、物件已經開始挑戰民眾購屋預算或心理的天花板，以致單價較高的新成屋網路搶手度有下滑現象，買屋族群大舉轉向屋齡較高的中古屋。

永慶房仲網上的新成屋網路點閱指數在這2年也下滑15%，輸中古屋點閱指數增加50%；且新北市屋齡5年內新成屋開價從100年的平均每坪30萬元漲至102年的平均每坪38.5萬元，漲幅28%，遠超過中古屋開價。

高翠屏分析，新北市外環區在近2年因為低單價、低總價產品的推案量大，熱絡的交易量帶動價格攀升，受房價基期低的影響，外環區的新成屋房價上漲幅度最大，但因正值買氣盤整期，新北市外環區的新成屋價格與精華區中古屋價格愈來愈近，反而刺激買方搬回精華區的需求，買屋族群對5年以上物件投以關愛眼神。

【王中聖/金門報導】中國福建省仙游、永泰縣交界處今凌晨1點50分發生芮氏規模4.3級地震，因震源深度僅11公里，距離約兩百公里的離島金門縣也感受到地震的搖晃，不少還未入睡的民眾隨即在網路發地震文「是錯覺還是地震？怎麼又發生地震？」。由於今年九月份福建省仙游縣也發一次規模與震源深度差不多的地震，有民眾擔心是否為規模更強烈的地震前兆，對此，中央氣象局地震中心主任郭鎧紋表示，福建省位於板塊內，發生地震的機率原本就低，此次應該是中國境內東北-西南向斷層活動引起，民眾不需恐慌。

根據中央氣象局地震中心資料，該中心測得地震規模為4.5級，與中國地震局測得數據相仿，馬祖、金門各有2級與1級強度，較敏感的民眾也會感覺有晃動情況。離島金門因地層多為花崗岩構成，附近地質結構也相對穩定，除南投921大地震外，歷年台灣發生的地震在當地並無明顯晃動，此次因對岸福建再度發生地震也讓當地民眾感受地震的威脅。

桃園生活圈二號道路及通往高鐵特定區的中興路何時開闢，桃園縣議員劉曾玉春今天在桃園縣議會質詢縣府官員。工務局長朱惕之表示，連接大園和中壢的路線已完成規畫，縣府已爭取民國104年列入生活圈優先補助項目，明年已編列預算取得中壢都市計畫內道路用地。交通局長高邦基說，生活圈二號道路，目前中豐北路到中園路路網已完成規畫，路線正在細部設計中。
