誰是真正把伊波拉病毒帶進美國的人？

在護士鄧肯將伊波拉病毒帶回美國前，這種在非洲已經漫延的病毒，在美國基本不受重視。病毒登陸美國本土十幾天後，總統歐巴馬，終於在上周宣佈任命「伊波拉沙皇」克蘭（Ron Klain），來負責管理病毒在美國的檢測、隔離和控制。

醫療和公共衛生專家，一直公開強調，大眾不必產生恐慌情緒。疾病控制與預防中心（CDC）和其他醫療衛生機構一直在幕後工作，煞費苦心地跟蹤任何曾與鄧肯接觸者，同時進行隔離。目前主流意見以為，由於美國醫療系統的實力雄厚，病毒在美國傳播幾乎是不可能的。

但美國衛生部門，並非一直這樣實力雄厚。

事實上，過去10年來，政府削減了幾家頂級醫療衛生機構的預算，其中包括疾病預防控制中心、美國國立衛生研究院（NIH）以及州和地方的衛生部門。比方說從2005到2012年，疾病預防控制中心失去了17%的資金支持，不久前，有官員稱，撥給伊波拉型突發公共衛生事件的預算，比2003年減少了10億美元。

州和地方一級所面臨的挑戰，可能更為嚴峻。
