要解約算違法嗎?

最近購買一支手機,但是需參加台哥大的網速699方案,但是店員給的單子上有寫:注意：申辦門號，系屬電信法，一經申裝確認，即不可違約退
租本組合專案申請人已獲得各系統傷的折價補助，如果
客訴要求或退租，將以詐騙手機案件送警法辦。
請問這樣能退租嗎?退租付完違約金還算違法嗎 ?
有人有辦過類似的方案,順利退租的嗎?
是否要至少使用該網路三個月以後才能退租呢?
有辦過的人請跟我說明一下,謝謝~

其實只要你把那些折扣金額全部補足且違約金繳了就沒事
