因為你還車之後, 下一個租車的人可能又馬上開上高速公路, 但20公里的免費里程已經被你用掉了.
也有可能你已經開了199公里, 後面的人的高速公路里程費用計超過200公里就有打折.
為了避免免費里程和超過200公里的折扣分配問題(計程車也是一樣的道理),
所以政府同意這二類的計價就按原價收費, 差額就當是給車商和司機的查詢服務費.
