淹水市件陳鞠如何看待?

這次高雄淹水,除了"氣爆"破壞排水湘涵外,最主要的原因是

"雨量太大,太集中了!",這種"雨勢"下在台北市,台北市也會淹水!

台北市的下水道,當"時雨量超過78.8毫米"的雨勢時,也是無法消化!

更何況高雄是的下水道因為中央治水經費核准較慢,,防洪工程起步較晚,

目前還沒有辦法達到可以消化"時雨量超過75毫米"的雨勢的標準!

前幾天,高雄市被"毫大雨轟炸",時雨量與累積雨量都遠超過高雄市現有

下水道的排水能力,再加上"大潮",水根本排不出去大海,

借調再多的大型抽水機也發揮不了功用!

以上是我對這次高雄市淹水情況的瞭解,

我覺得高雄市想要不再淹水,除了要趕快重建"氣爆災區"的

排水溝渠與箱涵,恐怕還需要投入更多的防洪經費!
