(請教)電費這樣算對嗎?

我去年12/31號的電表數字為13789
今年9月底的電表為14528

所以房東的算法是14528-13447= 1081
一度4.5元，1081x4.5= 4864.5
請問這樣算是對的嗎?
因為我不知道這個電表到底是14528還是1452.8
所以請教一下大家
